I was looking up the arrangement for duels for obvious reasons and found a contradiction of sorts. IT says quite clearly that in a formal duel matters such as place, time and conditions are decided upon by either the combatants or their seconds.
The very next line says that formal duels take place pre-monthly before the first week of the month.
So time can not be agreed upon at all then?

Given in the new duelling a weeks worth of trianing or endurance recovery can have quite an effect that we change this to to formal duels may be arranged to take place pre-weekly of any week of the month as this then allows players some option?

Also I think agreeing duel terms is open for debate. I would think that the person who has cause gets the decision, however he can not specify what type of blade his opponent must use.

Time would be which month — a character due to duel might be out at sea. It really does depend on agreement.
Pre-monthly, both men know their stats going into it. Besides healing, one could meet a rival and duel at a party in week 1, thus lowering his END for a pre-weekly duel in week 2 and... no, I don't want to saddle myself (or whoever is doing the calculations) with one more factor to worry about.
Traditionally the man with cause would have the decision, but the duel will ultimately be calculated by the orders each player sends.
The player with cause can request rapiers and the other might agree, but then if his orders say he shows up with a cutlass then that's how it goes.
And if that happens, I suppose Mr. Rapier could have a conditional order that he refuses the duel on the spot, polls for cause due to the insult of the opponent lying and thus has two matters to settle...
I can't enforce an action based on role play. Likewise a PC captain can say he will allow a character to join his ship, but if he does not order it then it will not happen.
Part of the game is the reliance on each other to do what we say we will in the role playing sessions.

But that's my point, you are saying the people involved have a choice when in fact they have very little. It says in the duelling rules you can not specify which blade an opponent must use and as there are no pistol duelling rules, the choice of weapons is therefore up to each duelist and nothing to be arranged. Time is the choice of month, frankly whats the point? Your point about making arrangements on a weekly basis might affect an arranged duel is just part of the game as is.
There is nothing to say an impromptu duel in week 4 of the previous month won't do that now so your not saving yourself anything there.
Regardless of when a duel happens the GM needs to go and find the characters current stats so how is having pre-arranged duels weekly more of a headache then impromptu ones?
When the duelling program arrives you will still need to enter the characters info so that's not going to change.
The only thing to be arranged is victory conditions which makes it a bit dry for RP purpose, surely the person with cause decides and the other person accepts or not as is covered under accepting surrenders in the rules already.

Allowing people to arrange pre-weekly duels might therefore allow them to heal a bit more or to finish learning knacks which might well make the difference.

However if want to keep it to premonthly can we word the rules to reflect it because currently I think they are slightly misleading!

Ok, I'll clarify the rules.
I don't want to add "pre-weekly" as yet another time option.
If I'm doing the calculations, I may not be able to use a program since I'm on a Mac.
The point of arranging things is the role playing. There are the rules, and then there is what you discuss and agree upon.
