Am I correct that this all boils down to: no damage unless the user rolls exactly their skill number on a d20? So even if this successfuly increases the wielder's skill and lowers his opponent's, he has only a 5% chance of inflicting any damage (1 number in 20)? Can he still inflict damage due to some problem with his opponent's attack, or is this just a flashy form of losing until your skill is 18+ with a sabre?

That's a reasonable summation but don't overlook the defensive benefits when facing opponents with a superior skill, yours being increased by 3 whilst theirs is lessened by 3 is quite a shift.

Indeed, as I mentioned-- but in return for that, having only a 5% chance of doing any damage at all does not make it seem that useful. Moreover, we will not know for quite some time whether an opponent is likely to have a better or worse score, so that lets out planning when to use it.
